Azerbaijan's Civil Airports Can Be Transferred to Private Management

June 12, Fineko/abc.az. State-owned civil airports in Azerbaijan can now be legally integrated into private management frameworks and commercial corporate partnerships.

According to ABC.AZ, this major infrastructure reform is officially stipulated in the "Rules of Airport Management," approved by the decree of the President of the Republic of Azerbaijan, Ilham Aliyev.

The updated legislative blueprint establishes:

  • Public-Private Partnership (PPP): Civil airports can be transferred to private partners (business entities) for operational management in compliance with the Civil Code or via strategic public-private partnership protocols under the Law "On Public-Private Partnership."

  • Construction & Reconstruction Capitalizing: Financial channels for constructing and upgrading airport facilities have been explicitly formalized. These activities can be funded through state budget allocations, the airport operator’s internal capital, credits and grants, donations from individuals and corporate legal entities, as well as other legally permitted funding tracks.
