June 5, Fineko/abc.az. In a range of economic regions of Azerbaijan, the average monthly salary of civil servants is almost 40% lower than in the country as a whole.
ABC.AZ reports that MP Vugar Bayramov made the above-said statement at the plenary session of the Milli Majlis extraordinary session.
Bayramov said that according to official data for 2025, the average monthly salary of civil servants in the country reached 1,971 manats: "This figure is 2,539 manats in Baku, 1,502 manats in the Nakhchivan Autonomous Republic, 1,371 manats in the Mil-Mugan Economic Region, 1,366 manats in the Central Aran Economic Region, 1,349 manats in the Ganja-Dashkesan Economic Region and 1,316 manats in the Shirvan-Salyan Economic Region. As you can see, the average monthly salary of civil servants in a number of our economic regions is nearly 40% lower than in the whole country. This actualizes the use of regional incentive criteria in the amount of wages."
The MP added that 7.4% of civil servants work in higher - 3rd classifications of administrative positions in government agencies: "7.4% of civil servants work in higher (3rd classification) administrative positions in government agencies.
92.6% are employed in other categories. Of these, 46.6% belong to the 7th category, and 22.2% work in auxiliary positions in the civil service.
This means that the vast majority of government employees are subject to employment-related requirements. At the same time, 69.5% of civil servants have more than 5 years of work experience.
The ongoing in-depth reforms have also affected the age structure of the civil service. Currently, about half of government employees are under the age of 40. This is considered an important indicator in terms of qualitative selection criteria for admission to public service."
