Baku Metro to replace legacy signaling with digital train control system

September 3, Fineko/abc.az. Baku Metro CJSC, in partnership with the Asian Development Bank (ADB), is launching a strategic program to modernize its signaling infrastructure and transition to digital train control, ABC.AZ reports, citing the Initial Environmental Examination (IEE) documents for the ADB project.

The program will replace obsolete relay-based control systems with an advanced Communications-Based Train Control (CBTC) system.

The new technology will reduce train headways, increase line capacity, improve passenger safety, and enhance the energy efficiency of the metro infrastructure.

According to the ADB's classification, the project has been assigned Category B. All work will be carried out within existing metro infrastructure, including tunnels, stations, depots and utility facilities. The project does not involve the construction of new lines, excavation or land acquisition.

The project will be implemented in three phases. Phase 1 includes finalizing design documentation, procurement, Factory Acceptance Testing (FAT), installation of wayside and onboard equipment, system integration, pilot operation and phased deployment across the network.

Phase 2 will focus on stabilization and parallel operation, with the new and legacy systems running simultaneously for approximately 6–12 months to verify safety, reliability and operational readiness.

Phase 3 will involve the systematic decommissioning of the legacy system, including equipment shutdown, safety checks, pilot dismantling, complete removal of obsolete equipment, material management and preparation of final documentation.

Environmental safety and waste management will be key priorities during the dismantling phase. The project includes the inventory and laboratory testing of approximately 933 oil-filled impedance bonds (choke transformers) for polychlorinated biphenyls (PCBs), as well as their safe disposal. Dismantled cable lines and relay cabinets will also be properly managed.

The preliminary budget for implementing the Environmental Management Plan is estimated at approximately $950,000, including a 10% contingency reserve. The funds will cover laboratory testing, occupational health and industrial safety measures, instrumental monitoring, and measures to ensure passenger safety during the works.

Special work procedures will apply at stations of architectural value, including Nizami station, which is listed as a monument of national significance.

The project is expected to be one of the key initiatives in the digital transformation of Azerbaijan's urban transport system and in strengthening the resilience of Baku's transport infrastructure.

The ADB is currently considering a $302.38 million loan to finance the signaling modernization and operational digitalization project for Baku Metro.

The project includes upgrades to train control and dispatching systems to improve safety, reliability and operational efficiency amid growing urban mobility needs and aging core infrastructure. It will also introduce modern train control, integrated monitoring and emergency response functions, digital asset management, passenger information systems and corporate platforms.
