Putin Lifts Deposit Restrictions on Foreign Nationals and Overseas Firms' Russian Branches

August 5, Fineko/abc.az. Russian President Vladimir Putin signed a decree exempting bank deposits held by foreign citizens and Russian-registered branches of overseas companies from recently imposed restrictions that had effectively frozen their funds.

Moscow initially established special "Type C" bank accounts in 2022 as a financial measure against "unfriendly countries", effectively locking up assets belonging to foreign investors and major corporations. Starting June 1, 2026, bank deposits of foreign nationals from these jurisdictions were also frozen in Type C accounts.

Under the newly signed amendments, withdrawal restrictions will no longer apply to foreign individuals, nor to deposits placed by branches, permanent representative offices, and other structural units of foreign entities registered within the Russian Federation. The decree permits these foreign depositors to freely manage and withdraw the ruble equivalents of funds credited to Type C accounts between June 1, 2026, and the document’s effective date on August 4, 2026.
