The U.S. Department of Defense has added 33 Russian academic and research organizations to its list of foreign institutions posing a threat to U.S. national security due to the risk of unauthorized technology transfer. The updated list features a total of 130 institutions across Russia, China, and Iran.

The document prohibits federal funding and grants for joint research and development projects with the listed entities. The blacklisted Russian institutions include premier universities and research centers such as Lomonosov Moscow State University (MSU), the Higher School of Economics (HSE), Bauman Moscow State Technical University, and the Kurchatov Institute Research Center.
