EU ready to finally approve a loan to Ukraine for €90 bn

12:10 - 23.04.2026

April 23, Fineko/abc.az. The EU countries intend to finally approve a loan to Ukraine in the amount of €90 bn after approval at the level of permanent representatives.

ABC.AZ informs that the decision became possible after Hungary and Slovakia agreed with Ukraine to resume oil supplies via the Druzhba pipeline, and Budapest withdrew its objections.

It is expected that the technical procedures will be completed by the end of the week, and a final decision may be made in the coming days. At the same time, legal issues remain unresolved - the loan agreement with Ukraine has not yet been signed, and some EU regulations require changes, which calls into question the timing of the allocation of the first tranche.

The program is designed for two years: €45 bn each in 2026 and 2027. Financing will be provided by borrowing under the guarantees of the pan-European budget.
