January 13, Fineko/abc.az. A number of financial and estimated violations revealed on the III new Purple Line as a result of a compliance audit conducted in 2024 in connection with the use and management of public funds and property of Baku Metro CJSC have not yet been eliminated.
ABC.AZ informs, referring to the report of the Accounts Chamber, that according to the audit materials, a decrease in the implementation of the difference in the amount of 272,658.31 manats, which arose as a result of the inclusion in the estimate of works not provided for in the design documentation for the construction of the Khojasan electric depot, which is part of the Purple Line, has not been ensured from 2024 to the present.
In addition, from 2024 to the present, the relevant examination of the estimated documentation has not been completed (changes in the scope of work) for this facility in the amount of 559,700 manats.
During the audit, it was found that the cost of work for totally 255,238.2 manats was increased as a result of improper application of regulatory correction factors at the exits of station B04, related to the III new “purple” line, exceeding the actual transportation distance and incorrect calculation of the price per unit of concrete. A reduction in this amount has also not been envisaged in the implementation process since 2024.
The report also says that from 2024 to the present, there has been no reduction in the cost of overstated work: in the amount of 1,286,277.3 manats due to improper application of standards for tunnels of stage B03-B04 and station B04 (upper track structure and contact rail), in the amount of 276,016.1 manats for evacuation crossings in inter-station tunnels B03–B04 and the architectural part of the B04 station, as well as for the amount of 64,661.5 manats for the installation of the upper structure of the track and the contact rail in the Khojasan electric depot.
